What is a Foreclosure/Tax sale
When someone does not pay their mortgage or taxes for quite some time, the county will sell their property to the highest bidder to recover the balance that is owed.

A surplus is created when the buyer at the tax/foreclosure sale overbids beyond what is owed on the property. The excess amount that is left is called surplus funds.
who is owed the surplus funds?
Surplus funds are owed to the person who had ownership of the property before the foreclosure/tax sale occurred. Surplus funds are only due to the previous owner.
Why weren't you notified of this?
The county that held the sale makes a one-time attempt to notify the owner via mail. Most times this letter does not reach that person because the letter is sent to the last address on record.
